Summary

UUnder the direct supervision of the Chief Strategy and Technology Officer, the Deputy Chief Strategy and Technology Officer (DCSTO) provides leadership in advancing the District’s strategic vision by ensuring effective execution of initiatives, oversight of divisional operations, and alignment of projects with districtwide goals. The DCSTO coordinates strategy, governance, accountability, evaluation, data intelligence, and technology services, driving continuous improvement to support both student achievement and organizational excellence. This role serves as second-in-command for the Strategy and Technology Division and acts on behalf of the Chief Strategy and Technology Officer when needed.

Essential Duties

  • Leads collaborative teams to achieve District initiatives identified in the Strategic Plan and S&T Divisional Strategic Plan
  • Supports the CSTO in leading strategic planning efforts to align divisional initiatives and resources with District priorities
  • Provides administrative leadership and operational oversight for the Strategy and Technology Division
  • Oversees day-to-day execution of projects, governance processes, and technology integration across departments
  • Supervises and develops executive directors, directors, coordinators, and other direct reports within the division
  • Leads cross-functional collaboration with district and school leaders to implement strategic initiatives and governance structures 
  • Creates clear channels for stakeholder input and ensures effective communication of divisional programs and initiatives
  • Monitors and manages  budgets for assigned  departments and ensures fiscal responsibility
  • Provides reports, analyses, and presentations to the CSTO, Superintendent, Cabinet, and Board of Education
  • Identifies and incorporates best practices in  strategy execution, innovation, and data utilization to support instructional and operational outcomes
  • Oversees periodic reviews of divisional initiatives, evaluating impact on student performance and i district operations 
  • Supports the implementation of frameworks for change management to ensure new initiatives are effectively adopted and sustained 
  • Facilitates professional learning and leadership development  for District and school leaders as appropriate
  • Attends Board of Education meetings
  • Performs other duties as assigned by the CSTO and Superintendent

Required Education

Master’s Degree or higher in Educational Leadership, Public Administration, Business Administration, Organizational Leadership, Technology in A closely related field
Doctorate Degree preferred

Certification/Licensure

None required

Experience Qualifications

Minimum 8 years of progressively responsible experience in management and business administration with at least 2 years of experience in positions of leadership at local school and/or District level

  • Strong understanding of strategic planning, governance, innovation, and continuous improvement methodologies
  • Proven ability to oversee large-scale initiatives and ensure effective execution
  • Ability to apply data to business intelligence initiatives
  • Must be able to collaborate effectively with District and school personnel, the general public, third party vendors and work with diverse groups of people
  • Demonstrated ability to use data analytics and evaluation to drive strategic decision-making
  • Ability to foster collaboration and lead complex change across diverse stakeholder groups
  • Strong analytical skills
  • Strong decision-making, critical thinking and problem-solving skills
  • Excellent project management, organizational and leadership skills
  • Excellent communication skills both written and verbal
