Summary
The Director of Capital Improvements is responsible for the overall administration of Capital Improvement Programs for Fulton County Schools (FCS). Specifically, the incumbent in this position is responsible for the program management (i.e., planning, development, budgeting) of the FCS Capital Improvement Program. The role requires construction knowledge, project management expertise, excellent communication skills, and the ability to direct teams from planning through to execution.
Essential Duties
- Formulates long term FCS Capital Improvement Plans and communicates to Senior Leadership
- Monitors the Capital Improvement Program and communicates to Leadership through verbal and written reports ensuring that the Program is running according to plan and budget
- Provides support through core steps of program management (e.g., report status, quality measures, training, defining rules of engagement, lessons learned, etc.) to achieve program objectives and continuous improvement
- Assumes responsibility for the oversight of the SPLOST budgets
- Monitors SPLOST schedules to ensure timely completion of milestones
- Meets regularly with key personnel (i.e., project managers) to ensure that proper information flows through leadership, including establishing goals, objectives and long range plans
- Assesses project team member contributions to provide input to management on performance
- Advocates change adoption for Capital Improvement projects across the District Collaborates with the Project Managers on selection of architects/engineers/consultants and the implementation of contracts
- Assists and supports Community Construction Advisory Committee (CCAC)
- Develops and maintains relationships with local and state building authorities
- Communicates and engages key departments (Safety and Security, Transportation, Facilities Services, Operational Planning, and Academics) regarding design and scheduling of future projects
- Coordinates with architects and engineers pertaining to implementing of design standards and specs
- Acts as FCS liaison with Georgia DOE, including Local Facility Plan and state funding applications and reimbursements; Prepares quarterly reports of DOE reimbursements
- Prepares Local Facility Plan for GaDOE and Board approval
- Prepares RFP for Program Manager
- Submits monthly reports to Executive Director of Capital Programs pertaining to GaDOE capital outlay, Capital Plan’s prioritization schedule, forecasting cost/estimate schedule
- Keeps pace with advances in construction in all areas of education and takes advantage of those to increase the Districts’ effectiveness
- Performs other duties as assigned by the appropriate administrator
Required Education
Bachelor’s Degree in Architecture, Engineering, Building Construction, Project Management or a related field
Certification/Licensure
Registered Architect, Professional Engineer, Program Management Professional or education credentials preferred
Experience Qualifications
Minimum of 5 years of experience working as an architect, engineer, contractor, construction project manager or program manager required, with a minimum of 3 years supervisory experience required
Knowledge/Skills/Abilities
- Must possess professional understanding of construction, design, project management and contract compliance in the K-12 environment
- Working knowledge of the construction program management
- Ability to manage the budgets for multiple construction projects
- Must be able to successfully manage multiple tasks, projects and responsibilities
- Proficient in Microsoft Office and project management tools
- Excellent communication skills both written and verbal
Working Conditions
- Office and school environment, some construction project sites
Physical Demands
- Must be able to climb ladders, walk catwalks, and access construction sites
