Director of Research, Evaluation, and Accountability
Summary
The Director of Research, Evaluation, and Accountability provides strategic leadership for district-wide research, program evaluation, and accountability initiatives. This role ensures the effective use of data-driven insights derived from research and evaluation to inform decision-making, improve educational outcomes, build robust improvement plans, and establish meaningful accountability measures aligned with federal and state and local reporting requirements. The role focuses on strategic application and interpretation of data, collaborating closely with the Director of Data Management.
Essential Duties
- Leads the development and implementation of district-wide research, evaluation, and accountability strategies aligned with district goals and priorities
- Coordinates and oversees the design, implementation, and analysis of program evaluations to measure effectiveness and impact
- Develops and maintains accountability frameworks to track and report district performance against key strategic, operational, and educational metrics
- Collaborates with the Director of Data Management, and other district leaders, to ensure accurate, timely, and actionable data reporting to district leaders, school administrators, and external stakeholders
- Designs tools and processes that enhance the strategic use of data across departments, including dashboards and other visual data tools
- Analyzes and communicates key findings from standardized assessments and performance indicators to support system-level monitoring
- Plans and coordinates training for school and district staff on interpreting and applying data to inform instructional and operational decisions
- Supports data governance initiatives by promoting data integrity, consistency, and usability across systems.
- Manages and supports research partnerships with external organizations, higher education institutions, and community partners
- Provides guidance and training to district staff on research methodologies, data analysis techniques, evaluation processes, and accountability measures
- Utilizes data insights to support strategic decision-making, policy formulation, and continuous improvement initiatives.
- Develops comprehensive improvement plans based on insights from research and program evaluations, establishing clear accountability measures to track progress
- Ensures compliance with federal and state reporting requirements, data governance standards, and ethical research practices
- Oversees and manages the departmental budget, ensuring effective allocation and utilization of resources.
- Conducts regular performance evaluations, provides feedback, and fosters professional development opportunities for staff
- Maintains effective relationships across internal and external stakeholders, enhancing district-wide understanding and support of strategy and technology initiatives
- Adheres strictly to district, state, and federal laws and policies
- Performs other duties as assigned by the CTSO, Executive Director II of Strategy and Data Intelligence or appropriate administrator
Required Education
Certification/Licensure
Experience Qualifications
Minimum three (3) years of experience in educational research, evaluation, and/or accountability, including at least one (1) year in a supervisory or leadership capacity.
- Proven track record of designing and implementing research projects and program evaluations.
- Experience working with statistical software and analytical tools.
Knowledge/Skills/Abilities
- Extensive knowledge of educational research methods, statistical analysis, problem evaluation, and accountability
- Proficiency in statistical software and data visualization tools such as SPSS, SAS, R, Tableau, and /or Power BI
- Experience with performance metrics and tools such as Balanced Scorecards, School Profile reports, and interactive data dashboards
- Strong analytical and problem-solving skills, with the ability to interpret complex data and communicate findings clearly
- Demonstrated ability to manage multiple projects simultaneously, meet deadlines, and prioritize tasks effectively
- Exceptional communication and interpersonal skills to engage and collaborate with diverse stakeholders
- Commitment to accuracy, integrity, and ethical standards in research and reporting
