Summary
The Executive Director of Services for Exceptional Children is responsible for administering the District's comprehensive Services for Exceptional Children’s Program by leading all areas of Federal and State compliance, and the overall instructional program for Students with Disabilities.
Essential Duties
- Directs the development and implementation of departmental procedures congruent with policies and regulations of the Fulton County Board of Education and State and Federal agencies as applicable to Students with Disabilities
- Works closely with District personnel at all levels to plan and implement the District's instructional program for Students With Disabilities
- Provides leadership for Directors, Coordinators, Principals, and for the implementation of the SEC programs at both the District and school levels
- Supports the supervision and evaluation of District leadership staff in programs and services for Students with Disabilities
- Supports and implements professional development programming for Special Educators that is aligned to school and student needs, as well as to the District's strategic plan
- Develops and implements programming that supports educating Students with Disabilities in the Least Restrictive Environment as appropriate
- Leads the implementation of appropriate instructional intervention for students with Disabilities across curriculum content areas
- Develops and implements the departmental and school-based allocation of resources for special education
- Supervises the administration of all federal funds assigned to the District for special education programs and services
- Supports the development of procedures for the District to address state standards, action plans, and accreditation standards for special education services
- Supports communication to the public, parents, staff, and other agencies and organizations regarding programs and services provided by the Services for Exceptional Services Program
- Collaborates with other departments in supporting and assigning itinerant special education personnel to schools in order to meet the needs of Students with Disabilities
- Prepares annual departmental budget including recommended program priorities, required staffing and financial resources, and long-range program objectives
- Provides management of educational services that are provided in cooperation with other community agencies
- Supervises the placement and provision of services to students placed by the District when services are to be provided by private or other public agencies
- Supervises the development of contractual and collaborative program agreements with other agencies for services to Students with Disabilities
- Serves as the District's representative to community agencies for the development of SEC programs and services as assigned
- Provides leadership to advisory committees, ad hoc committees and parent mentors
- Works with Human Resources to recruit and retain school-based special education personnel
- Performs other duties as assigned by the appropriate administrator
Required Education
Master’s Degree in Special Education or related field or In lieu of Master Degree, will consider Bachelors Degree with a minimum of 9 years mid to senior level experience at the local school, District, and/or State level
Certification/Licensure
Must hold or be eligible for Georgia Teaching and/or Leadership Certification
Experience Qualifications
Minimum of 5 years of experience in a leadership position at the local school, District, and/or State level and 3 additional years of experience as a classroom teacher required
Knowledge/Skills/Abilities
- Strong background in special education program development and administration is essential
- Knowledge of the policies, regulations and state and federal law as applied to students with disabilities
- Ability to direct the planning and evaluation of programs and services for students with disabilities
- Knowledge of the characteristics and curriculum needs of students with disabilities
- Ability to work with community agencies for the development of collaborative programs and services
- Strong decision-making ability, budget experience, proven performance and resource management skills
- Ability to effectively lead, organize, and direct the work of others
- Demonstrated ability to design and implement short and long range objectives
- Ability to relate to a wide variety of people and to observe, listen and provide leadership which results in the best possible work environment
- Strong analytical and problem-solving skills
- Excellent communication skills both written and verbal
