Manager, Employee Compensation
Summary
Essential Duties
- Conducts salary surveys to compare competitiveness and ensure District compensation objectives are achieved
- Analyzes data and presents statistically accurate recommendations to various stakeholders including, but not limited to, the Executive Cabinet and School Board
- Plans, develops and implements compensation programs, policies and procedures in order to be responsive to the District’s goals as well as local/national competitive practices
- Maintains appropriate employee records, including records of official appointments and/or reappointments, employee salary data and classification actions
- Utilizes quality improvement tools to develop and manage HR metrics; Analyzes data and prepares trend and forecasting reports
- Implements short and long-term compensation strategies and ensures that they are aligned with the District’s strategic goals on an ongoing basis
- Looks for best practices, monitors the effectiveness of existing compensation policies, guidelines and procedures continuously, and recommends changes as needed
- Provides assistance to employees in understanding salary calculations, internal/external equity issues, and pay for performance decisions
- Assists in building and developing a highly motivated team to deliver excellence in employee customer service
- Directs the preparation of a wide variety of reports and surveys pertinent to wage and salary functions, classification and employee data
- Manages the development and monitoring of the department strategic plan including a comprehensive set of HR metrics and budgetary information; Coordinates benchmarking in all HR areas and provides recommendations
- Maintains job descriptions, creating new job classifications as needed; Interviews and surveys employees and managers to gather and document job and organizational information including duties, responsibilities, education, experience and skills required by each job
- Ensures all aspects of job description creation/revision are addressed in a timely manner; Maintains Job Description website and Job Profiles in Atlas
- Works with Retirement Services to complete information for TRS requests; Works with Benefits to complete Physical Needs Analysis (PDA) forms for disability claims
- Collaborates with staffing team and coordinates resolutions of overpayments and/or underpayments
- Collaborates with the HR ERP team during annual salary/step changes to ensure data is processed and updated correctly within the system
- Prepares annual salary schedules, position listings, etc., for proposed treatment of salary initiatives for the upcoming year to include, proposed salary scenarios, mRESA comparisons with surrounding districts, etc.
- Develops and provides training on compensation related topics to HR Staffing department and other management level employees as needed
- Keeps apprised of existing and new federal and state compensation laws, regulations, and statutes pertaining to personnel and recommends appropriate changes or additions to ensure District policies and procedures are in compliance
- Performs other duties as assigned by the appropriate administrator
Required Education
Certification/Licensure
Experience Qualifications
Minimum 5 years of management required; Five (5) or more years of successful experience in classification and compensation administration required
Knowledge/Skills/Abilities
- Knowledge of compensation theory, design, methods, and planning
- Strong knowledge of federal, state, and local regulations and compliance requirement related to employee compensation to include FLSA and DOL regulations
- Experience creating and administering pay bands for multiple classifications of jobs
- Proven experience utilizing multiple quality statistical
- Demonstrated ability to build and maintain relationships across schools and departments with diverse groups, including community and business partners
- Ability to learn current computing technologies and software applications appropriate to the position’s job responsibilities
- Demonstrated ability to analyze and evaluate general and statistical information and use this information to drive business decisions
- Must be able to prepare comprehensive reports showing trend analysis and represent ideas clearly and concisely
- Must be able to successfully manage multiple tasks, projects and responsibilities
- Demonstrated ability to make tough, logical decisions in a timely fashion
- Demonstrated ability to effectively communicate both orally and in writing
