Program Specialist, Emergency Management
Summary
The Program Specialist, Emergency Management supports district-wide and school-based safety and emergency preparedness initiatives, with primary responsibility for conducting safety audits and assessments, performing data collection and analysis, presenting findings, and supporting process improvements at the school level.
Working under the direction of Director/Coordinator-level leadership, this position assists schools in documenting compliance activities, monitoring corrective actions, strengthening operational readiness, and enhancing safety-related procedures and practices. The Program Specialist collaborates with school leaders, Safety & Security staff, and cross-functional departments to ensure consistent implementation of district expectations and to drive continuous improvement in school safety systems.
Essential Duties
- Assists in conducting school-based safety audits, site assessments, and vulnerability reviews to identify strengths, risks, and areas for improvement
- Supports walkthroughs of school campuses to evaluate safety procedures, systems, and operational practices
- Documents findings and assists in developing recommendations for corrective action and process improvements
- Monitors and tracks completion of corrective actions and follow-up items
- Collects, organizes, and maintains data related to safety audits, emergency drills, incidents, compliance requirements, and preparedness activities
- Analyzes data to identify trends, gaps, and improvement opportunities that assists in the development of communication materials, guides and documentation for school/district use
- Develops reports, dashboards, summaries, and delivers clear presentations for school and district leadership
- Ensures and maintains accurate documentation and record-keeping of safety-related activities aligned with district and state guidelines
- Assists schools in developing, implementing, and monitoring safety procedures and improvement plans
- Provides technical assistance to school-based staff related to documentation, audit tools, and compliance expectations
- Supports standardization of processes and best practices across school sites
- Collaborates with school administrators and emergency teams across the district to strengthen building-level readiness
- Supports implementation of district safety policies, procedures, and programs
- Assists with cross-functional projects and special initiatives related to school safety and emergency management
- Participates in meetings, training sessions, and school support activities as assigned
- Communicates findings, recommendations, and progress updates effectively to diverse audiences
- Performs other duties as assigned by the appropriate administrator
Required Education
Certification/Licensure
Experience Qualifications
Minimum of 3 years of experience in school safety, emergency management, program support, compliance monitoring, operations, data collection/analysis, or a related field required; Experience conducting audits, site reviews, or preparing reports and presentations preferred
Knowledge/Skills/Abilities
- Knowledge of school safety, emergency preparedness, or risk management practices
- Ability to collect, analyze, and present data in a clear and meaningful way
- Ability to support audits, assessments, and compliance monitoring activities
- Strong written, verbal, and presentation skills
- Strong organizational skills and attention to detail
- Ability to manage multiple tasks and projects simultaneously

- Proficiency in Microsoft Office (Excel, Word, PowerPoint)
- Ability to develop reports, summaries, and process documentation
- Ability to identify operational gaps and recommend practical improvements
- Knowledge of safety systems and school operations preferred
Working Conditions

- Occasional evening or extended hours may be required based on project needs
