During the 2022 legislative session, the Georgia General Assembly passed HB 385, sponsored by Rep. Shaw Blackmon, to permit public school systems to employ retirees of the Teachers Retirement System of Georgia (TRS) as classroom teachers in a full-time capacity while continuing to receive their current post-retirement benefits. Retirees who return in a full-time capacity must be employed in an area of highest need determined for each Regional Education Service Agency (RESA).

 

Key provisions of HB 385 include:

  • The retiree must have retired based on 30 or more years of creditable service
  • The retiree must be retired for one full year to be eligible for HB 385 employment
  • The retiree must be employed as a classroom teacher in a full-time capacity for pre-kindergarten through grade 12
  • Eligible positions are the highest need areas determined for the school system’s assigned RESA
  • The employer is responsible for paying employee contributions and the employer contribution for retirees hired under HB 385
  • Retirees will not earn additional service credit, nor accrue additional contributions and interest

Summary

Provides instruction for students that enables them to learn and demonstrate mastery of the Georgia Performance Standards.

Essential Duties

  • Provides content-related and appropriate instruction based on Fulton County's curriculum
  • Integrates appropriate technology into classroom instruction
  • Provides classroom environment which promotes active learning in subject area
  • Exhibits knowledge of performance-based instructions and assessment
  • Communicates responsibly with all students, parents, colleagues, and school leadership
  • Facilitates home-school communication by such means as holding conferences, telephoning, and sending written communications
  • Works with parents/guardians in all aspects of the student's educational program
  • Prepares adequately for responsibilities to be assumed when absent
  • Accounts for student attendance and punctuality
  • Follows all county, state, and federal policies and procedures
  • Follows professional ethics in all work-related activities
  • Avoid behaviors which detract from staff morale

Required Education

Bachelor’s Degree from a regionally accredited university

Certification/Licensure

Must hold or be eligible to hold a Georgia certificate in applicable field

Experience Qualifications

Required Experience:  0-1 year classroom experience

Required Teacher Qualifications:
New hires without a professional certification must indicate whether they will seek a certificate or not.  Two alternative pathways to teaching in FCS are available.  However, for HiQ (Highly Qualified) purposes, ALL TEACHER CANDIDATES must meet the following requirements: (1). Hold a bachelor’s degree (2.5 GPA or higher) (2). Pass the Program Admission assessment (previously referred to as the Basic Skills) or meet exemption (3). Had academic major in or a passing score on a GACE content assessment for area/subjects taught.

    Actual salary placement will be based on Fulton County Board of Education experience and education calculations from the Teacher Salary Schedule (190 Days)
