Summary

Conducts timely analysis and reporting of cash flows and investments; Provides day-to-day administration of the cash management process; Manages the District’s investment program; Monitors District’s short and long term debt

Essential Duties

Funds Management

  • Monitors daily cash and investment position
  • Controls cash balances on deposits to ensure maximization of investment earnings
  • Manages the daily banking process to ensure transactions are executed appropriately and such transactions are recorded accurately on the general ledger

Cash Forecasting:

  • Prepares annual cash forecast for all funds based on Board adopted budget
  • Monitors accuracy of annual projections on a monthly basis
  • Monitors interfund/intrafund transactions
  • Serves as the liaison with bond attorney and financial advisor for preparation and sale of short and long term financing

Tax Revenue:

  • Ensures accurate recording of taxes on the General Ledger
  • Monitors property tax receipts against budget and assists with revenue forecasting
  • Monitors sales tax receipts and track against projections

Unclaimed Property Coordinator:

  • Evaluates accounts to determine subjectivity to the state unclaimed property act
  • Conducts annual review of outstanding check list and prepares an aging schedule to determine proper holding periods
  • Oversees the annual filing of unclaimed property returns
  • Reviews District’s collateral monthly to ensure all funds on deposit are properly collateralized

Investments:

  • Monitors short-term investments
  • Determines the investment horizon and establishes an investment outlook
  • Coordinates the acquisition and disposition of investments according to legal requirements and Board policy
  • Monitors the markets and investment results to ensure compliance with current investment policy
  • Prepares monthly investment and interest earnings report for the Board of Education

Debt Management:

  • Monitors debt tracking of long-term bonds and assists in updating debt schedule
  • Keeps abreast of all current information associated with arbitrage
  • Monitors investment income earned from bond proceeds and debt service funds
  • Issues arbitrage reports to appropriate federal agencies according to published regulations
  • Maintains cash flow projections to ensure adequate cash balance coverage of interest and principal
  • Coordinates payment of appropriate principal and interest
  • Files continuing disclosure report with appropriate entities

Reporting:

  • Prepares schedules requested by external auditors
  • Assists with preparation of Comprehensive Annual Financial Report
  • Assists with preparation of District Board Documents and Budget Documents

Charter Schools:

  • Reviews monthly financial reports of Charter Schools and provides analysis of financial positions as needed
  • Serves as financial reviewer of Charter School application

Capital Projects:

  • Prepares fiscal year and calendar year cash flows
  • Assists with budget projections/preparations
  • Assists the Chief Operations Officer with 5-year capital plan

Special Projects:

  • Assists with special projects as assigned
  • Works with credit rating agencies as needed
  • Performs other duties as assigned by the appropriate administrator

Required Education

Bachelor’s Degree in Accounting or Finance

Certification/Licensure

None required
Certified Treasury Professional and/or Certified Public Accountant preferred

Experience Qualifications

Minimum five years of progressively responsible experience in public investment, cash management, portfolio accounting and administration required; Experience in a fund accounting, governmental environment preferred

Knowledge/Skills/Abilities

  • Must have knowledge of general accepted accounting principles
  • Must have knowledge of cash budgeting, cash forecasting and ability to manage a large fixed income investment portfolio
  • Must be able to successfully manage multiple tasks, projects and responsibilities
  • Ability to apply critical thinking skills in rendering solutions to various issues
  • Must be able to collaborate effectively with District personnel, the general public, and work with diverse groups of people
  • Excellent communication skills both written and verbal
